Do you need a U.S. commercial presence to apply?
No. You can generally file a U.S. trademark application without first having a U.S. company, U.S. bank account, or physical U.S. presence. If you're not yet selling in the U.S., an intent-to-use application — based on a genuine intention to use the mark in U.S. commerce — may be the appropriate filing basis.

No. A U.S. federal registration only creates rights under U.S. law. Protecting your brand within Saudi Arabia requires a separate application with the Saudi Authority for Intellectual Property (SAIP).
